i tried getting free shipping but its not working it keeps charging me 9.99 for shipping i thought it was free shipping with reward member am i doing something wrong?

am i doing something wrong i did all that i was supposed to do but its still showing a fee for shipping? it shows the reward number but its not free shipping??
This product is excluded from the free shipping. I tried as well and it wasn’t working so I read the fine print on the Staples Rewards shipping.
