I do have Amazon Prime. When I look up Amazon Family, it says I have to upgrade for $99/year. How is it free then?

Could it be because you are not the primary member? As I recall, my husband had trouble with some of the Prime benefits because I signed up for Prime and added him as a household member. This is what it says on their website, I don’t quite understand it as it’s not clear:
